Have you tried using the label command bplabel? I believe that relabels the
signiture that is written on the tape or at least wipes it out so that it
can write a new one.

I deleted an expired volume from Media Mgr, removed its label, then put
on a new label and NetBackup has used the tapes a couple times for
duplicates. The problem is that when its being used, it shows its EVSN
as the new label (B00010), buts its RVSN is the old label that is
deleted out (000010). I've read through previous threads on this issue,
but the resolutions where to overwrite or delete data from the tape
before its used. This one is being used... It appears to work fine as
it is, but is there any way to change the RVSN after data is being
written to it? Are there any possible dangers as it is?
