 When I read this   something about needing the Power Edition license to
run high speed tape drives popped into my head.  Could the AIT-2 drives be
considered  high speed?  Also seem to remember something about needing the
Power Edition to support Jukeboxes greater than X slots.

I'd look and see if you have a Power Edition enabler.   Been a lot of years
so all this is FWIW.
