I've done this and it helped me with the same symptoms you've described.

It somehow resets the environment that gst runs with... I've done this to 
repair a broken NMC installation where the gui would not appear just like the 
problem you've described... It's a fix procedure from EMC, I found it on 
Powerlink a few years back....

Tried this?

service gst stop
1. Shutdown NMC server (ensure that gstd is not running) 2. Go to <NMC install 
dir>/cst 3. Remove the following files - csp.clb, csp.clb.bak, Config.xml 4. 
Copy Config.xml.template to Config.xml 5. Start NMC server service gst start
