Oracle broke backward compatibility of several Java APIs in updates 1.6.27, 
1.6.29 and 1.7.1. As a result, NMC version 7.6.4 has to be updated accordingly.

That's the theory...

In real life the earlier 7.6.x versions will not work with a Java newer than
1.6.26
The symptom is that you will not be able to login to NMC. (And you will think 
that you forgot the password)

In the release notes for the patches for 7.6.4 and 7.6.5 you can find that some 
picked
versions of Java 1.6.x higher than 1.6.26 are supposed to work. Never tried 
though.

8.0 seems to work with any Java I have been able to find, even the OpenJDK :-)
