sorry to say this but it is almost impossible to understand your question. 
I think you are asking why NW will not automatically load another tape if the 
first one has been filled.

If you installed and configured the library correctly, it sure will. However at 
the moment, only you know the details. Any feedback and alert message would 
help helping you.
Did you turn on Auto Media Management (for the library, not for the drives!)?
