I would suggest using the NetWorker Procedure Generator.
After googling your issue W2k8R2 + Networker + backup volume, I got an
array of answers including ONE guy who said you could map the backup
volume giving it a letter assignment and then run a fullbackup to get it
to work.
I say again download the NetWorker Procedure Generator and enter your
data you WILL get the right answer.

If you go through the Networker compatibility guide, it says Windows
2008
all version with FAT and NTFS partition only supported.
I think if its raw partition, then there is a way Networker support it.
