That's fine. Both procedures should blank the location.
While networker will prefer a nearline (in jukebox) volume over others,
if it's completely out of tapes I think it'll issue a request to go and
grab an appendable one offline. So marking the tapes full (or at least
readonly) as you've suggested is preferred.
However I might change the location on them after I did the inventory.
That way I would be sure that it wouldn't mess with the field during the
inventory. (I think you're still safe if you do it first, though).
