if you use the command line switch "-k" it will drop all privileges except ReadAll.

Don't know what packages/setup you're using but in Fedora/RHEL packages there's a sample config available in the configuration files and the binary is linked to libpcap:

$ ldd /usr/sbin/bacula-fd  | grep cap
    libcap.so.2 => /lib64/libcap.so.2 (0x0000003a56400000)

In this case you have to tinker a bit with SELinux as well.
