This resulted in the next incremental backup turning into a Full. Is
that expected behavior?


Yes. You can turn this off by setting the ignore file set changes directive

Does any modification of the FileSet invalidate
all the previously-stored catalog entries for that client?

No. The metadata will still in the database and the files will exist on the volumes until they are recycled.
