You need to reduce your volume retention and possibly reduce the size
of your volumes. Also remember that volume retention does not start
until a volume is marked Used or Full and the retention goes from the
last written date/time so if it takes a week to fill a volume and you
have a 7 day retention period the earliest it will be able to recycle
is on the 14th day after.
