That would be the Bacula director.

You would have to designate one server on each site as a Bacula storage
daemon with the local NAS as it's storage. Backup to file is no problem
at all.

If you back up to a storage daemon on site, the only data going to the
central point (director) would be the catalog data (i.e. the "index" of
what was backed up from/to where and so on) going into a database.
