To get your e-mail alerts, don't forget to set the e-mail address in the "mail 
=" and "operator =" lines of your 
"Messages" Resources to something other than root@localhost.  Other than that, 
the default Standard Messages resource is 
seems pretty good to me for sending e-mails about all the interesting events.

As to the root problem: I really do think it's trying to create a volume, even 
if you don't think it needs to.  Check 
your volumes (list volumes) and make sure all are in "Append" state.  If one of 
the file volumes is in "Used" state, and 
isn't a candidate for Purging/Recycling, it won't be used and you'll probably 
see the above message.  But then again, 
I'm new to bacula, so I could be wrong :)  If that doesn't help, maybe try 
posting the output of "status all"?
