My advice is to use 3 pools:
- pool1 for months 1,4,7,10
- pool2 for months 2,5,8,11
- pool3 for months 3,6,9,12

This would be a fool-safe setup. If you are absolutely sure you'll always 
burn the volumes to bluerays during the following month, or at least 
manually mark the volumes "used" before that month ends, then 2 pools would 
be enough. Otherwise there would be a problem because months have different 
amount of days: for example, in 2-volume setup on the 1st of March the 
second volume that might be created only on the last day of January would 
still be "underage" and Bacula would use it for a couple of days before 
creating another one.
