Well, the manual sounds somewhat ambiguous in this case. It states:

"The time specifies the maximum allowed time that a job may block
waiting for a resource".

I'm not sure what was meant by "block", but since jobs, waiting for
higher priority jobs to finish aren't actually blocking anything, I cant
really see why they should be canceled.

In addition to that, I think Max Start Delay is designed to do exactly
what you said - cancel jobs if they cant start for some time because
higher priority jobs are running.
Why do we need Max Wait Time, if its the same as Max Start Delay?

The goal is to cancel a job if, eg. the SD has the wrong Volume mounted,
or there is some kind of network problems (it happens sometimes, that
Windows FD's screw up somehow, and wont return any data until the
service is restarted. They are alive enough though, to keep the director
waiting for them to reply)

I guess I could achieve that by using Max Run Time, but should the
jobs in question take longer to complete (eg. because of increased
amount of data being backed up), they will be canceled although
everything was going ok.

Long story short: I'd like to cancel jobs, only if something went wrong,
and they are blocking other jobs. (I only run one job at a time)

Thanks,

Mantas.
