Err, what version of BackupPC are you using? The normal locations of
configuration files are $ConfDir/config.pl and $ConfDir/hostname.pl.
Depending on what you mean by "/pc/pc_name/config.pl", that directory might
actually be used for backwards compatibility, but wouldn't it still be
"hostname.pl" (sorry, can't check right now)? In any case, try using
/conf/pc_name.pl instead of /pc/pc_name/config.pl and see if that changes
anything. I'm guessing not only the password in your pc config files is not
used (though it might be the only thing you set in there).

That means, on the command line, authentication works for the same
username/password pair?

This is an indication of incorrect path names in rsyncd.conf, which might
also be responsible for your password problems. I don't use Windoze and
I don't use rsyncd on Windoze, but google and the BackupPC wiki [1] tell me
that you want something like

        secrets file = /etc/rsyncd.secrets

in rsyncd.conf, not something starting with c:/ in any case ...
