The 3.2.0 Debian source diffs show this:

The patch is definitely external, and a part of the Debian and Ubuntu
packages. It is still being patched in as of 3.2.0, so I don't think
this is yet in vanilla.
RHEL/CentOS users, you might have an easier time taking the Debian
package and using alien to make an RPM.
