I found the reason:
Backuppc transform filenames such

to filenames such
f%25D0%25BA%25D0%25B0%25D0%25BA_%25D0%25B7%25D0%25B0%25D1%2580%25D0%25B5%25D0%25B3%25D0%25B8%25D1%2581%25D1%2582%25D1%2580%25D0%25B8%25D1%2580%25D0%25BE%25D0%25B2%25D0%25B0%25D1%2582%25D1%258C_%25D0%25B1%25D0%25B5%25D1%2581%25D0%25BF%25D0%25BB%25D0%25B0%25D1%2582%25D0%25BD%25D1%258B%25D0%25B9_%25D0%25B4%25D0%25BE%25D0%25BC%25D0%25B5%25D0%25BD_%25D0%25B2_%25D0%25B7%25D0%25BE%25D0%25BD%25D0%25B5_org.ua.changes
and after this transformation filename become too long for write.
Replacing "%" char to "%25" does filename more then two times longer
from original and after that backuppc fail to write it, because
filename length more than 255 chars.
Workaround is tar directory with such names before backup using
$Conf{DumpPreUserCmd} and $Conf{RestorePreUserCmd} for this.
For my mind it's very strange behaviour but development team of course
know better which way backuppc should work.
