Looks like I fixed it. I took out the -N option from the below command in 
config.pl.

/usr/bin/smbclient \\\\machdt1\\outlook-backuppc -I 192.168.3.40 -U 
backupmanager -E -N -d 1 -c tarmode\ full -TcN 
/var/lib/backuppc/pc/machdt1/timeStamp.level0 -

I don't think the -N option needs to be used when specifying a password in 
$Conf{SmbSharePasswd}
