It's a diagnostic step. If the drive happens to be fine you can move
onto something else, but, until then, you can't eliminate the
possibility. Besides, failing hard drives are notorious for
inconsistent behavior. Furthermore, chkdsk does far more than scan for
surface flaws; it looks for errors in the file system.
