But I'm using the chg-manual changer script , it is configured to send email 
when next tape should be loaded.

How are the labels written when using more than one tape ?

No, you're definitely seeing weird behavior from your tape changer.

You may want to increase initial_poll_delay in your changer.conf so that it 
gives the tape drive more time to unload while scanning for tapes.
