Yes, I believe this is a per disk definition.

No, the "reserve" is global.  Note the percent value is calculated to
the free holdingdiskspace when the amdump run starts. Meaning that
if you have 170gb of the 200gb (150+50) free, then you only have
28 Gbyte (30 gb, use -1 gb twice )of free holdingdisk space,
times 30% = 8.4 Gbyte reserved for incrementals, and 19.6 Gbyte
for full dumps to holdingdisk if no suitable tape found.
