Yes, that's a signal that amanda user doesn't have the right privs...in my case I had to make sure amanda was in the 'disk' group since that's the group of the tape device.

tapedev "/dev/nsa0"     # the no-rewind tape device to be used

I'm not sure if this is your problem, but my amanda.conf's tapedev looks
like this:

tapedev "0"             # the  says to look at chg-scsi.conf config 0

Your setting above might be causing amanda to not look in chg-scsi for
settings.  Just a quick guess.
