tapecycle: Are "no-reuse" tapes counted?

It looks like Amanda will count *all* tapes written after the tape in question, even the ones marked as "no-reuse", when comparing count with tapecycle to determine if a tape may be overwritten. Is this observation correct? Should "no-reuse" tapes be included like that?
