That is setuid, but is it owned by root?  No, so it is setuid-amanda.
It is supposed to be, as the message says, setuid-root.

My guess is that you did not do a make install when you had su'ed
to root.  The build can be done as any user (I like the amanad user)
but the install must be done as root.  Otherwise about 7 or 9 progs
that need setuid-root won't be set properly.  (well you could do
it manually :).
