In my 2.4.3 it didn't, this might be fixed in newer amanda versions.

When the original exclude file (as given in the disklist) is not
readable amcheck -c creates an empty file
/tmp/amanda/selfcheck._data.20030218135337.exclude

amcheck didn't report the problem.
