They can be like that unless you talk to a L2 person willing to give the
inside scoop.  Last year when 6.3.6 screwed us up so badly and we were
forced to upgrade to 7.1.6 (with custom update/patch to 7.1.6.300 only
available from L2), they suggested holding off jumping to 7.1.7.000 for
3-months (sage advice I always followed when I was maintaining MVS except
we usually stayed 6-months or more behind unless we had a known major
problem we had to patch).

Now that the first major patch/update is out, time to play with 7.1.7 and
wait for first patches for 8.1.
