If you define volumes into a stg pool they get scratch=no and as such wont
return to scratch pool and relabel scratch isn't working on them.

Upd stg maxscatch= number big enough to hold all data plus some and delete
the defined empty ones to get relabel working.

Might want to enable reuse delay, do move data on used non scratch tapes
and delete then while pending to get them back.
