No, that is not the case. The Selective type of backup is used to perform a
"backup regardless", even if there is another, same copy of the file on the
server. It was used in this instance for you to demonstrate to yourself that a
backup could be done. Selective is a special type of backup, sometimes used to
cause a cohesive backup of a directory or file system so that all the data is
together, which aids faster restoral from tape. Normal backups would be
Incremental, where the initial incremental backup would cause everything to be
backed up from the specified file system, directory, or file(s), and subsequent
incremental backups would send only changed files.
You may want to use 'dsmq query options' and 'dsmc query inclexcl' to verify
what options and exclusions are in force for your various client-server
interactions. You may have an unintended Exclude in effect. You could
corroborate this by attempting a backup of a file from a different file system,
which could have different TSM governance.

It is usually best to perform 'dsmc query backup' in much the same manner as
the anticipated restoral invocation in order to check out what will come back
in a restoral.
