[ADSM-L] Error when adding server to tip

Env is all AIX, 
Installed TSM 6.3, TSMAC, and TIP
trying to add server to tip, keep getting the following error

ANRW0783E
Cannot find the key database property file 
/opt/IBM/tivoli/tsmac/props/tsm-truststore.properties.

TSM is running, and nothing shows up on console. 

Google fu also comes up empty.
