Once you've deleted the backupset, the next expiration frees the tapes.

DELete VOLHistory TODate=TODAY Type=BACKUPSET VOLume=C00130 FORCE=Yes

Does Expire Inventory work with backupsets and can you be specific about 
expiring a Specific Backup set and it's tapes?
