This is a single LUN from SAN, 16G and the sysback data shows I need a
little less than 4G to restore to.  My issue is that it can't find
/usr/lib/instl/libinst_mkworkdir

Just 2 guesses:
- is your rootvg mirrored?
- Are there enough hdisks to satisfy rootvg?
