Try running expire inventory see what happens or reclamation if that
doesn't work. Then if it's a copy volume delete it then do an absolute
backup of the client nodes associated with that volume then run "backup
storagepool" again and it will recreate it ensuring that it uses all of
it's tape capacity. Here's something else to check. Check to see if it's
collocated. And one last thing check for physical and logical space of the
nodes occupying this volume with the "q occupancy" command.

The tape is full. It's just taking account of already expired data. Look at
"Pct. Reclaimable Space".
