I have seen this on V4R1 and increasingly on 5.1.1.1 As with earlier versions, a reboot of ITSM (I think that's the new name) allows mounts to begin immediately. A long quiet period on the machine seems to do the same. I'm gathering examples to turn over to support.

        ANR1134W Migration terminated for storage pool DISKPOOL -

         removable media.

        or this
        ANR2280I Full database backup started as process 1600.
        ANR4571E Database backup/restore terminated - insufficient
         number of mount points available for removable media.


The drives are online, they are set as online,
the tape device class has mountlimit set to 2,
there are no mount requests,
there are no tapes mounted,
migproc is set to 1,
the storage pool points to correct tape pool.
the tape pool is defined in correct tape device class,
there are writable empty tapes defined in tape storage pool, ... ??
