I have verified this behavior to my satisfaction.  I see my tests fell into
this hole.  Who woulda thunk?

Thank you much for shedding light on this.  I guess I will have to take back
my statement about TSM not updating the file access time.  <sigh>

As an aside, I did the same things on AIX, and the Access Time updates every
time.  Let's hear it for M$!!
