adsm 3.1.0.5 on nt 4.0 client

When I open the B/A GUI on one of my NT clients (servers), Im able to open the
UTILITIES tool on the main window.
I have the same code on my NT workstation BUT the ULITILITES  tool is 'gray'd
out'!!
Is this due to some option set on the client?
