I have had this problem with a large Netware server, ie lots of users, but
that was not the concern.
I found it to be the Antivirus that was running on the server, at first we
thought it was a user who had the file open,,but traced it back to the
Anti-virus that had the file in a weird state.

Has anyone encountered the problem where during an ADSM restore of a
Netware volume or directory ADSM
broadcasts that access is denied while attempting to restore a file. The
Netware account that ADSM uses is
equivalent to ADMIN with  all supervisor rights in NDS. Essentially ADSM
prompts with the option to
retry, abort or skip. When doing a large restore we would rather not
baby-sit the restore, also, ADSM should be able to restore any file when
we use the REPLACE=ALL option, correct.
