I haven't used Linux but I had a similar issue with AIX. Try this:
chmod u+s dsmadmc
chown root dsmadmc
Changing attributes corrected my problem. You can also this, login to
dsmadmc using -se=localserv -id=xxx -pa=xxx. This is in your server's
option file (dsm.sys).
