We had the same problem with backup/restore times on our RAID image cache.
Our solution for each archive transaction is:
ADSM Server 1: The legal archive copies goes to MVS tape library and is
included in the DR plan. (ADSM S
ADSM Server 2:  A "long term" copy is placed in an AIX 3995-c68 optical
jukebox.  Should it age out of cache, we get it from here.
ADSM Server 2B: The cache copy remains in RAID cache until 90 days since
last TOUCHed.  The local cache is managed by a 3rd ADSM server instance
with a local 7331 tape library.  The library is solely for quick cache
recovery should the RAID fail - again.

For high availability/redundancy, we have duplicated everything but the
ADSM MVS server on another system.  Both are active and have complete
copies (optical and RAID) of every object.  Our goal is to never force the
MVS mount for a retrieve - unless we go to court.
