One reason you could be getting this error is because the user
is not defined at the top of the tree, and you are not using
what's called the "typeful" name when ADSM prompts you.
A typeful name goes like this:

.CN=Ramke.OU=Tennessee.O=IBM

This name implies that Ramke is defined to the organizational
unit Tennessee, in the Organization IBM. Now, this user
will be able to back up the NDS tree beginning at Tennessee.
He will not be able to backup IBM or other IBM siblings or any
of their children. So, define the backup user at the top of the
tree, and you should be ok.
