I can think of two reasons:
1) Have you specified devt=3590 on your checkin command?
2) In other circumstances, I remember to have seen something *similar* on our
site. (I am not sure anymore about the messages we got, but the one that you
describe sounds familiar).
In that case, the checkin was aborted because all drives had tapes mounted (in
use?) on them. When we repeated the operation with one free drive, it
succeeded.
