After managing a pool of 3480s through ADSM, I'm now
using VMSI/Sterling's VMTAPE to pick 3490s.

The down-side to using "SCRATCH" designation is that VMTAPE does not recycle
and reuse the previously-used-and-now scratched tapes but goes on to use a
'NEW' scratch until VMTAPE is forced off and restarted.
