Yes, in NetView 7.1.5 the SNMP address can be locked to the loopback addresses for all nodes in the netmon.conf file. Or you can lock individual ones in the netmon seed file.

As for when it is changed, here is the content of Technote # 1427355 that I wrote last month.

When netmon starts to do any SNMP query to a node, it first checks to see which interfaces are marked UP in the database. If the SNMP address is not marked UP, then it will try the SNMP query on another interface that is up. If there is no SNMP response, then the interface is marked down at that point.

When a demand poll or configuration poll is run, then netmon will try alternate community strings first. If none of those will work it will try one alternate IP address. If that works the SNMP address in the database will be changed. That is the only time the address will be changed. Then the next status poll be done to this new SNMP address.
