Migration from 7.1.3 to 7.1.5 is not supported. The way migration works is that at every level we add the new stuff to your migrated stuff as part of the install, changes to trapd.conf, oid_to_type, and so on. So skipping 7.1.4 means you would not have what was added there and your migrated files would not be complete. Furthermore, migration direct from 7.1.3 to 7.1.5 was not tested, so no one can tell you what to add in nor what other problems you might encounter.
You don't have to stay at 7.14 long, but if you want to migrate your system as opposed to installing new, then you'll have to go to 7.1.4 first. You can do them back to back, on the same day, if you like.
