NetView is not a part of the Tivoli Framework.
But if you read the installation documentation you will find that it can be
installed as a Framework application, just like TEC, and a host of other
Tivoli applications. Then it can be centrally administered from your TMR
just as other Tivoli apps are. Some customers prefer this methodology;
many do not.
But once you have installed NetView as a Framework application, and you
continue to use it that way, then you must perform upgrades using the
Framework, or you will lose your ability to control it with the Framework.
And depending on what level of the Framework you have, if it is older than
the level of NetView you are trying to upgrade to, then you may need a
Framework patch to allow the Framework to recognize the new level as valid.
There is also an initial patch required to allow the Framework to recognize
NetView as a Tivoli app in the first place because it is not a required
element, or at lest there used to be. That may have be rectified in more
current levels of the Framework.
If you are not running NetView as a TMR app, the Framework issues do not
apply to you. If you wish to start running NetView that way, then you'll
have to save your customizations, de-install it, and re-install using the
Framework, or install it on another machine. Only a NetView installed by
the Framework can be known to the TMR.

i am a but confused since when did Netview become part of Framework? Isn't
that a standalone application? Why is there a Framework patch dependency
for NV upgrade?

Netview
upgrade
It's been a long time for me, but there is a framework patch I think
that needs to be applied. The patch is on the CD and you have to use the
framework client to install the patch.
If you have not installed with framework I'm not sure what to do other
than bypass pre-req checks.
