Is netviewd running for the web console?  In that case, he gets the rw map
by default.  If you want to take it away from him you must either ovstop
netviewd before you issue "netview" or  use the option "netview -dconsole"

If you aren't running netviewd, then another GUI is up somewhere which has
the map read-write.  First come, first served.
