Jeff,
To turn it off globally, change this setting in
/usr/OV/app_defaults/Nvevents

nvevents.netmonCheckFreq        : 0


In my environment, I also zero these setting:
nvevents.snmpCollectCheckFreq   : 0
nvevents.nvserverdCheckFreq     : 0

This allows me to do my routine maintenance work without operators getting pop-up messages.

Use with Caution!!!
I zero these on a per user basis by adding the lines to: $home/.Xdefaults
Instead of the (global) app_defaults file. 

I do not turn them off for administrators.

I have shut off netmon (I know I know, don't ask!).  I wanted to know if
there was a way to disable the" Daemon Error - Network monitor (netmon)
daemon is not running..."  message that is displayed whenever the GUi is
started.
