open firewall to allow snmp RO or icmp from the ip address of your nms, and
either use netview or write a script for snmp status and or icmp (ping)

         We currently are not receiving snmp traps or syslog from Cisco
Pix's. What would be the best way to monitor for failover in this
environment?
