Do you have more than 1 map. If so, the device will still reside
in the database. You can tell if you have more than one map
by running ovwls. If you do not have more than one map, you
might want to run a database cleanup:

ovmapcount -a
ovtopofix -A(this will require you stop netmon)

Then before restarting netmon, make sure the device is in
the seedfile and then restart the daemons. I would think it
would reappear at that point.

And the "Node Down Deletion Interval" does not affect
unmanaged nodes.

Pinging the node from the Netview server does not make it reappear.
By using ovobjprint, we can see, that the deleted node is registered with "REMOVED:" prepended to its name.

I have searched the Netview manuals & this forum for an answer, but have not been lucky. I know there is a 7 day "Node Down Deletion Interval" setting on the SNMP Configuration page, but does this apply for unmanaged nodes too?
