This has been GA since October 03 - if you have Passport Advantage you
can download it from there. As of last week 7.1.4 Fixpack 1 is also
available (it's an update not a fresh install). You can get this from
the usual Tivoli patch download site:
http://www3.software.ibm.com/ibmdl/pub/software/tivoli_support/patches/patches_7.1.4/7.1.4-NVD-FP01/
