If you are asking this question, then you must be using NetView for Windows, because trapd.log is automatically enabled on UNIX. In the future it would help when you ask a question here is you tell everyone what operating system you have and what version of NetView so that the answers might be more precise.
In this case, the answer is quite simple. You enable trapd.log by checking a box with label on it. You bring up Server Setup and pull down the Daemon Control Window, and click on the Trapd Daemon. That's where you'll see the box to check. After you do that and click "OK" it will ask you if you want to start and stop the daemons with this new setting. Click "OK" again to make that happen. Remember that many other daemons depend on trapd, so they will most likely all go down very quickly and come right back up.
